After Timmy Turner causes Santa amnesia he must become the new Santa in order to save Christmas.
The television movie is set in the city of Dimmsdale and centers on the series' main protagonist Timmy Turner with his fairy godparents Cosmo and Wanda and his fairy godbrother Poof. In the movie, Timmy is now 23 years old but is still in fifth grade with his fairy-obsessed fifth grade teacher Mr. Crocker. Despite being grown up, Timmy finds a loophole in the fairy rulebook Da Rules: if he continues to act like a kid, he will still get to keep his fairies. However, the dilemma rises when Tootie, who was once a dorky girl when she was 10 years old, returns to Dimmsdale as an attractive woman. Timmy falls in love with her, a sign that he is growing up to an adult, which means he is closer to losing his fairies. Meanwhile, an oil business tycoon named Hugh J. Magnate, Jr., who teams up with Mr. Crocker, plans to use Timmy's fairies' magic in order to promote his oil business.
Poof comes into existence when Cosmo and Wanda decide to have a child of their own, and Timmy wishes it so. However, because the fairy baby's magic is developing and uncontrollable, villains called the anti-fairies (polar opposite of fairies) and pixies (business fairies) seek to steal the fairy baby so they can take over the fairies' home, Fairy World.
Norm the Genie returns and tricks Cosmo and Wanda into disliking Timmy by replacing him with a selfish, unappreciative clone version. When Cosmo and Wanda quit, a singing contest is held in Fairy World to determine who gets to replace Timmy's godparents. And there is another big problem: Norm is a participant.
After being punished with no more television for the rest of his life, Timmy wishes himself into the world of television in order to escape the harsh reality of his life and his parents. Unfortunately for him, his carelessness with magic results in Vicky taking over the world in the future. It's all up to Timmy to stop her in attempts to prevent her from destroying Dimmsdale, while escaping a mysterious masked man that is trying to track him down.

Elmer Earl "Butch" Hartman IV (born January 10, 1965) is an American animator, storyboard artist, YouTuber, illustrator, and voice actor, best known for creating Nickelodeon's The Fairly OddParents, T.U.F.F. Puppy, Bunsen Is a Beast, and Danny Phantom. Hartman also owns a production company, Billionfold Inc., which he uses primarily to produce his shows. Hartman was an executive producer on The Fairly OddParents for the entirety of its 16-year run. On February 8, 2018, Hartman announced in a YouTube video that he had left Nickelodeon on February 2 after having worked at the studio since December 1997; he confirmed that this resulted in the end of production on Bunsen Is a Beast after just one season. Hartman's latest animated program, HobbyKids Adventures, premiered on YouTube in 2019.
